Lienholders. The Electronic Lien and Title Program (ELT)

The Electronic Lien and Title Program (ELT) is just a paperless method that allows TxDMV and a standard bank or lienholder to change vehicle name information electronically. The electronic name is produced and held by TxDMV within the state automobile database.
